These should be free, and if they aren't then look elsewhere because you're probably on a scam site, and if you can't find a free one go back and moan at the mod developer to provide his work in a more sensible format. I've had several people on the steam forum asking about how to get them to work, but the simple answer is that you can't. The first thing to get out of the way and on the table before I start is that the Mods provided by Steam with the game won't work.
